2020年新版ISO/IEC导则第一部分出台啦!
近日，ISO 官网上公布了2020年版本的ISO/IEC导则第一部分：技术工作程序，和2019年版本有哪些主要变化呢？小伙伴们一起来看下吧。
一、将前言部分Point e)投票和决定的通用原则进行了细化，并将位置调整到正文1.9.2 d)部分。强调了秘书处所有决定都应该以决议或者N文件的方式记录。
2019版：
The committee secretariat shall ensure that all decisions taken by the committee, whether at a plenary meeting or by correspondence, are recorded and in ISO, by committee resolutions.
2020版：
d)Decisions
The committee secretariat shall ensure that all decisions taken by the committee, whether at a plenary meeting or by correspondence, are documented and traceable through committee resolutions or numbered documents reporting the results of a committee decision;
二、修订了1.9.2 条款，在秘书无法预料地不能出席会议的情况下（如果秘书处无法提供替代人员），委员会可为会议任命一名代理秘书。

三、修订了1.12.1 和1.12.2条款，涉及到工作组相关管理规定。一是强调了工作组要以协商一致方式运作，并向上级委员会提出建议；二是工作组管理在2019年基础上再次加严。2019年版本开始强调非工作组专家不应参加工作组工作，召集人可以邀请特定的专家参加一次会议。今年新增了通知被邀请专家所在国家成员体的要求。
1.12.1 Technical committees or subcommittees may establish, by decision of the committee, working groups for specific tasks (see 2.2, 2.4, and 2.6). A working group operates by consensus,shall reports and gives recommendations, if any, to its parent technical committee or subcommittee through a convenor appointed by the parent committee.
1.12.2 The composition of the working group is defined in the ISO Global Directory (GD) or in the IEC Expert Management System (EMS) as appropriate. Experts not registered to a working group in the ISO GD or the IEC EMS respectively, shall not participate in its work. Convenors may invite a specific guest to participate in a single meeting and shall notify the guest's National Body of the invitation.
四、对1.17条目及其子条目进行了调整，明确了A、B、C三类联络组织的建立程序是通用的。
五、对 2.1.6.1目标期限总体要求进行了修订。删除了48个月制修订周期的选项；此外，对系统自动设定的DIS和Publication 截止时间进行了说明，DIS截止时间是制修订周期结束前12个月；Publication应当在选定的制修订周期结束前完成。
The following limit dates are automatically assigned to all new projects:DIS registered limit date (stage 40.00): 12 months before the end of the selected standards development track.Publication limit date (stage 60.60): Maximum timeframe of the selected standards development track.
六、修订了2.1.6.2，对超过DIS和Publication 截止时间的项目，解决方案中删除了技术报告TR.
publication of a TR — if the technical content is not considered to be acceptable for publication as a TS or for a future International Standard, is informative in nature and is considered to be of interest to the public;
七、修订了2.8.1，增加了在正式出版前，先发送给秘书和项目负责人最后审查的要求。
Before publication the document is sent to the secretary and project leader for final review.
八、修订了 2.3.1, 2.9.1, 2.9.3.2, 2.9.3.3条款，明确了更正案（amendments）和微小修订（minor revision） 只适用于国际标准一种出版物类型。
九、修订了4.2.2.1 条，明确了虚拟会议和实体会议不同的提前通知时间。（4周 VS 6周）
4.2.2.1 Working groups shall use current electronic means to carry out their work (for example, e-mail, groupware and teleconferencing) wherever possible. For a fully remote meeting, the advance notice shall be made available a minimum of 4 weeks in advance of the meeting.
When a physical meeting needs to be held, notification by the convenor of the meetings of a working group shall be sent to its members and to the secretariat of the parent committee, at least 6 weeks in advance of the meeting.
The Working Group leadership should ensure that everything reasonable is done to enable experts to actively participate.
十、表格4 新工作项目提案，表格6新工作项目提案投票结果，表格21 ISO标准系统复审结果相应做了调整。
